When the war began, millions fled Ukraine as "refugees". So how many of them were fighting age men taking the draft dodger route? They bet that Ukraine loses fast, the Zelensky government falls, and they get an amnesty like Carter gave for our draft dodgers who fled to Canada during Vietnam?
