God requires of people with power first that they do justly. Loving mercy is secondary, and does not mean "always giving" mercy.
"Christians" who say "we just have to pray about it" are either entirely powerless, or craven and unchristian. You don't need to pray when you already know something is wrong, God's already spoken and you've already heard it... now go rectify it.
