BTW when it comes to "home contractors" and similar it's trivially easy to enforce as well since in nearly all states you have to be licensed and permits have to be pulled along with a notice of commencement if you're doing it for money (that is, on other than your own house.)
You thus know who runs the company and where the crews are. Not hard.... toss a few company owners in prison and suddenly there will be no illegal Mexican roofers left.
