Yep. That 941? Every line item on it better have an E-Verify control number. No number? You go to prison. Invalid number? You go to prison. Person being paid not on the 941? You go to prison. Same "person" detected working two or more places (using forged credentials), which is trivial to detect because E-Verify conclusively ties a person's credentials to a SSN?
