I think he was saying that more as pejorative, especially after reading his replies in the comments. "You just want to get high." "You must have smoked this morning so I'll keep it at a 2nd grade level," etc. Complete lack of understanding, and I think it's on purpose. The alternative is that he really is that dumb.
