If Ohio has 100K then it also means the ICU and critical care needed rate is very low otherwise the Ohio health system would be overwhelmed right now. Wish we knew the denominator, it would tell us so much. I don't get the end game here though. Ok so all people gatherings are shutdown (church, sports, etc.) as soon as you start lifting those restrictions the thing breaks out again.
