It seems to me the government is screwed either way. If Trump wins, that is obvious. But a Trump loss would bring about an end to sovereign immunity in general. At least that's how it looks to me. If so, anyone who's business or livelihood was adversely affected by covid-19 policies would be entitled to compensation. I don't think troops fighting in foreign wars would however because it is a voluntary military (no conscription).
