People attempting to make rational decisions under the constraints of woke language and thought processes are doomed to failure. They should not be trusted with money or matches, let alone making policies that will affect the health and welfare of generations to come. I have seen children who had fetal alcohol syndrome and that is nothing that you would wish on anyone. I am not aware of all of the bad outcomes with street drugs, but there are cautions that health care providers have to observe when prescribing legitimate meds for pregnant women to protect the life and health of the unborn.

Why not couple a "pregnant person's right to choose" with an abortion and sterilization and a cash award upon a positive drug test while they are pregnant. An award of $50k or $100k for an abortion and a sterilization procedure would be an incentive for the would be mom to not bring an afflicted child into the world who could only become a long term ward of the overburdened taxpayers. Such awards would decrease tremendously the future social problems caused by having drug addled chirrenz added to the gene pool.
