Have no doubt that whatever remains of the hands of the once power structure such as former cops, Nat Guard and govt agents will form their own gangs and target survivors under color of authority and with the advance knowledge of their former positions. As for violent criminal gangs, i expect them to be summarily executed by the people.

Once something like this happens, there is no law and people know it. It will be kill prophylactically.
