We already have rock solid proof that vaccines will not prevent the next pandemic. The vaccines take too long to develop and distribute to prevent a novel virus from spreading across the whole world. If vaccines were the answer we would not have had to destroy the economy and still end up with many dead. If any deaths were prevented is was because of heroic doctors who took risks treating patients in novel ways. That is keeping patients off of ventilators.
Will we have a vaccine distributed in time to prevent a second wave of this virus?
It appears we have also proven lockdowns and contact tracing did not stop the current outbreak. Maybe we lowered the curve, but we have not stopped the cases or the deaths.
