You Missed the Primary Point ...

They Have RIGHTS as Granted by their Charters, Laws, and Regulations. Those are Different than CONSTITUTIONAL RIGHTS. Do they have Rights? Yes, but only as Granted by Law ... not an Inalienable Right.
