@Greenacr -- There was no "unilateral" action; the States could not have acted without the "emergency" declaration, Medicare is a FEDERAL program as is Medicaid, both are involved in certification of nursing homes, and the FDA is a federal agency. Good luck. 2020-09-02 08:48:12
