The first is arguably the only intelligent thing to do. As for the second, pretty-much forget it. Congress and other government agencies are, as a rule, immune from such suits UNLESS they act beyond their lawful authority (in which case they're subject to suit under 42 USC 1983, but that's a tough one in this sort of case since that's clearly within their statutory authority.) 2017-02-05 15:02:09
