In that situation, why doesn't the foreign company bring their manufacturing into the US sell for $1,000, not pay the tariff and now there's competition in that situation. Since the cost obviously can be met by the domestic producer it's entirely reasonable to believe that the competition would drive price down.
That situation is actually deflationary because now you're going to have more tax revenue coming into the government. Therefore the deficit is smaller.
