I dont know the timeline details of his injuries, but she should be able to report to VAERS herself, or her husband can on his own behalf. I have heard anecdotes from other healthcare providers that their reports are not always posting, however.

Healthcare providers should be required by law to report. As you have described with your friend's case, they are not complying. :(
