I do believe per pharma contracts with governments..

In order for vaccine to be used under "emergency use" there cannot be other treatments available..i believe (can't prove) the contracts were very specific to governments not to mention alternative treatment without severe violations to the contract.

The contracts were exposed briefly then taken down..if they are in fact true that's how they read.
