If one applys The Pareto Principal the "productive workers" are 2 of 10, the rest, in tradesmen lingo are "hall bums", or in NWO speak "useless eaters". So if a public utility such as sewer system had 50 employees, if ten of them (the "twenty percent") took a month off, the municipality would be shitting in the streets in short order.

Don't discount the twenty percent as spineless and weak. We're not.
