It looks to me like they decided from the beginning to get the vaccines out as fast as possible so they devised the test strategy to likely give them green lights. If it produces antibodies that all the proof they needed to say it works. While the many experts have differences over the consequences most agree it was a bad idea to go this fast. People who had great immunity from past exposures will now have an additional antibody which may be better at causing autoimmune issues than stopping the virus.
I wonder if the side effects will get worse with each booster shot. More people will become sensitized to the vaccine components.
