Found this, origins of the lockdown strategy, brought to you by the Bush Administration in 2006, guess he devised this crap after not finding the WMDs. It was developed by an oncologist, ER Doc and a key component was a high school science project put together by a 14 year old. The strategy was panned by pandemic experts at the time including one who led the effort to eradicate small pox.
