'Any natural born or naturalized citizens of the United States whom receive Federally based financial aid payments, from programs that do not require their prior taxed contributions, may not vote in Federal Elections.

This clause requires voter identification via the use of State issued REAL ID identification prior to voting, and that States and localities must maintain valid and accurate voting roles that verify both United States citizenship and non-receipt of Federally based financial aid payments, from programs that do not require their prior taxed contributions.

This clause in no way restricts or prohibits United States citizens from voting in State, County or locality elections or races. Polling stations may need to provide separate Federal election ballots.'


Essentially, if you are on ANY Federal welfare programs, you don't vote for Representatives, Senators, VP, President. However, this still allows retired folks on Social Security and on Medicare to vote - but not Medicaid.
