I think you may be over-reacting to this one. This is not about tracking *people*, it's about tracking *news*. Sure, it's categorized by people, but it isn't about where someone lives, eats, works, or does for fun. If you read the statement of work, it is about what newspeople are posting on twitter, facebook, and the rest of the public internet. It's a search engine. Those have been on the web since then '90s. Just like anything, an information source can be abused. But I think this one seems pretty innocuous. And, in fact, the fact that they haven't built it yet actually leads me to presume they are doing less monitoring than I would have previously thought.|
I would suppose that, prior to the internet, the agencies would probably buy newspapers and have people clip and categorize relevant articles. This is simply the equivalent idea in the Internet age.
