The Quill decision is correct, BUT how payment is made matters. If you are paying a fee to list something and a commission that doesn't necessarily implicate someone as not actually independent but as soon as you funnel the money through that entity then you have, and this is where enforcement should rest. That's where agency rests as well since the customer's relationship is not with some independent entity BUT RATHER WITH THE LISTING SITE. That is sufficient to demonstrate Nexus.
Ditto if you're *required* to use a captive or affiliated/integrated payment stream (e.g. eBAY and PayPal) -- or if you DO whether required or not.
