Many lay-offs have taken companies under the size for which they were optimized. Once you have set certain job classifications it is difficult to reassign those responsibilities. Things don't get done as well as before. There is resentment and some individuals get over loaded. The most talented you can't afford to lose are also the ones who can leave easiest if you try to dump two and a half people's work on them.
