I don't follow your math. I'm stuck with relatively high electric rates since I live in PECO territory. All-in, I pay about 16 cents per kWh. Assuming I drove a Leaf ~60 miles per day and needed the full 24 kWh, the cost of the electricity would be $0.16 * 24, or $3.84 per day, which works out to 6.4 cents per mile.

If I drive a gasoline-powered car which gets 30 mpg, I'd be buying 2 gallons of gas, which would current cost about $7.50, basically double the fuel cost per mile.
