Tmd- runoff? What are you talking about. As many people as want can run today and you don't have to have a party behind you to run. The primary's are only used by some leading parties to select the guy they will back. Nothing says you have to have a party or a primary. Ross Perot was a party of one...there was no primary to pick him.
