The reason that pilots run deep draft vessels in narrow rivers at speed is because of Bank suction, Or if you are a stickler Bank effect. It is necessary for them to pass. It is a necessary risk. This is not the case in open water, even if it is shallow. So there is no excuse for that vessel to be running at speed in the conditions she was transiting.
