Far too many development agreements are passed by city councils too interested in good photo ops cutting ribbons, and too little interested in fairness to existing businesses and the overall public good. I know of one municipal project, where the new mayor figured out that it would take 43 years for the city to recoup its investments in an outdoor theater, and that under ideal conditions. I have also noticed that staunch Free Market Capitalists, suddenly morph into rent seeking socialists in search of tax breaks and subsidies. Most of these tax breaks are simply extortion. What I would love to see is a federal lawsuit funded by some local businesses with deep pockets, claiming that these tax breaks violate the 14th Amendment's guarantee of the equal protection of the laws. From what I have been told by people working for firms siting corporate facilities, tax breaks are the frosting on the cake, and other factors, like a local lack of union power, and access to rail and interstate highways, are far more important
