Maybe one element of our problem is that we are fishing with the wrong bait so to speak. I know that in my situation I would not want to have to maintain a house in my district and also pay to live in DC on 175k.
I had a friend once who suggested that a dormitory building be built in DC to house all Congresscritters. That way they wouldn't have to buy and maintain a residence there. Those who thought that living in a dormitory was "beneath them" wouldn't run in the first place.
That idea was suggested in jest, but it actually makes sense on a number of levels.
