I had a friend once who suggested that a dormitory building be built in DC to house all Congresscritters. That way they wouldn't have to buy and maintain a residence there. Those who thought that living in a dormitory was "beneath them" wouldn't run in the first place.

That idea was suggested in jest, but it actually makes sense on a number of levels.
