The problem isn't the "capabilities" -- it is the wild capacity for abuse, which we must assume is being frequently and flagrantly committed at the present time.
But since human actors turned it on, set it up and permitted it, we must direct the retribution at them -- and it must be severe enough that once we do so they'll cut that crap out.
