Obama Lies -- This Has To Stop (Medical Care)
 

Another example of "I told you so"...

Medical costs for enrollees in the health-care law’s high-risk insurance pools are expected to more than double initial predictions, the Obama administration said Thursday in a report on the new program.

Those who have enrolled in the program are projected to have significantly higher medical costs than the government initially expected. Each participant is expected to average $28,994 in medical costs in 2012, according to the report, more than double what government-contracted actuaries predicted in November 2010. Then, the analysts expected that the program would cost $13,026 per enrollee.

Remember this?  One of the hallmarks of Obamacare was that it would bring "major reductions" in medical care cost.  A huge part of that projection was the $13,000 "estimate" for these high-risk patients.

Well, guess what -- it's more than double the estimate.

Why?

Simple: The Government lied.

They lied to get the law passed.  They did not put up their "actuarial estimates" where anyone could see them, the methodology was not published, the data was not published, and none of it was part of the debate.

And now we find out that it was so far off that it could not have been a mistake -- it was an intentional fraud upon the public, shoved down our throats by Obama and Pelosi.

Here's the truth folks -- if one percent of the population is "high risk", that's 3 million people.  If the cost per person is $30,000 a year then we're talking about $90 billion a year.

And that's if it's just one percent of the population.

Remember, the original design was for people who (1) were employed, (2) therefore could pay, but (3) had been turned down.  When you look at the total panoply of uninsured, about 16% of the population, the odds are that we have at least one percent of the people in this category.

Simply put this is one trillion dollars over ten years, basically.

Which we do not have.

Which we cannot raise.

Which, incidentally, is almost one quarter of all Medicaid spending in 2010.

That's right -- a 25% increase for 1% of the population.

Yeah.

Folks, we must have an adult conversation here.  This nation cannot afford to transfer $30,000 to every high-risk man, woman and child irrespective of ability to pay each and every year.  We don't have it.  We can't raise it.  And we can't spend it.

The cost-shifting and de-coupling of expense from cause and outcome must stop here and now.  Juanita the illegal Mexican who comes into this nation 7 months pregnant and goes into labor, never having seen a doctor and emits a severely-premature infant that then requires an immediate $1 million of NICU expense cannot be transferred to the American people.

It doesn't stop with illegal immigrants either.  It also extends to everything, because if we do it any other way we become the lifestyle police.

If you can transfer your medical costs to me then one of two things must happen:

  • Our medical system will collapse.

    or

  • I get to spy in your bedroom, your car, your office and your lifestyle and dictate how you live.

#2 is wrong.  #1 destroys the nation.  Therefore we have only one option left -- stop this.  All of it.

I've written many articles on actual health reform, and it features prominently in Leverage, because if we don't fix this issue, right here and now, the rest literally doesn't matter.  That's not hyperbole, it's the ugly, God's-honest truth.

That which people cannot pay for with their own money must revert not to government but to private charity.  We must accept that people make choices and those choices have consequences.  Sometimes events happen that aren't "fair"; people through no fault of their own get cancer, heart disease or simply fall down the stairs -- literally.

It doesn't matter.  That which you choose to pay for in the form of coverage you should have the right to buy.  But nobody should have the right to force you to pay for someone else's procedure.  You should have the right to pay the same amount to have your appendix out as Joe, Jane or Juanita.  You should be able to see the price before you buy, and if you can't (because you're unconscious or otherwise unable) then that should not give the provider free license to rob you.  In no other line of work is that sort of thing tolerated, and we must stop it here.

Medicare, Medicaid and other government programs, along with EMTALA, simply force costs onto others.  By forcing treatment of people who have no money they encourage people to come here and consume service without the ability to pay.  They encourage all sorts of behaviors via an indirect path in that the "Nanny Government" will (at least attempt to) fix whatever breaks -- and send someone the bill.

In addition the laws against reimportation and similar mean that Americans pay for the development of every advanced technology.  We pay $20 for a pill that's $2 in Canada.  The $2 covers reproduction cost, but the $20 covers development, clinical trials, testing and the risk of failure.  We eat it all and the rest of the world gets full benefit of that development expense for free.  This must stop.  Dropping these special legal protections will instantly end this game.  Yes, there will be some therapies that won't be developed becasue other governments will refuse to bear their ratable share of the costs.  That's how the market works -- if there's no market for the drug, device or procedure in a nation at its "all-in" cost then it doesn't happen, no matter how "wonderful" it might be. 

We can technologically put men on the moon.  There are too few people willing and able to write the check to do so in order to make moon flight a commercial success.  That's the market at work -- there is insufficient demand to create the supply.  Such is how it must be for medicine.

We don't have the money to do what we're doing folks, and if we don't cut this out -- here and now -- we're going to bankrupt the country.

It doesn't matter whether you think the outcome of putting the market back in charge is fair or not -- the money to do otherwise simply doesn't exist

Anyway, from personal experience, thank God I was born in Canada since I was premature and had a rare disease and the whole thing probably cost a quarter of a million to taxpayers... back then my parents couldn't pay it but today I could...maybe people could pay for what the whole thing cost but at a reasonable level without interest or adjusted for inflation interest over 20-30 years.

$28,994 for what? A stubbed toe?

I'd say that would about cover doctor visits for this bloated system. .gov hoped to pull in the costs by telling doctors what they would get paid. Have a heart attack in the bill is at least six figures. Bypass? Knee replacement? Dialysis?

And forcing the "insurance companies" to pay for some of the services. LMAO. An insurance company exists to cover actuarial costs plus profit. They don't do anything for free.

As soon as .gov tells the insurance companies what they can charge and the math doesn't work they'll close their doors.

This group (1% - High risk) are almost all on the public dole now and I would bet have been there for a long time.

At a conference I attended recently they showed us some pretty disturbing data. Nearly 70% of all births in a local hospital here were AHCCCS. (Our medicaid system)

#2 is wrong ? maybe. But how many laws do we have currently that do just that?

Hell the feds and some states Criminalize Thought in "hate crime" laws. And 1/2 the country cheers. Its hilarious.

Couple that with people that think pre-paid medical is _insurance_ and do not wish to change it save for other people paying their bill...

Long time reader - first time poster.

My only complaint with your proposed solution is with reimportation of drugs. I want those drugs to be developed. My solution would be an export tariff on any drugs imported by nations that fix prices. I'm not an expert, but I would think that a good lawyer could could draft an export tariff to apply to intellectual property so that big Pharma can't just develop in the US and manufacture in Canada to get around the tariff. Then you end the ban on reimportation so the cost is $20 regardless and there is no incentive for the company to circumvent tariff. The money collected from the tariff could be used to pay some of our over promised health care bills.

Exactly Karl, Lot's of us are not giving up. There are lots of groups that do not take orders or money from the government that are helping to reduce cost. We have some pretty good programs right here.

One good example is shaken babies. We have a local group that operates on next to nothing and have focused on stopping Shaken Baby Syndrome. A shaken baby that is brain damaged (it doesn't take much) will cost the state around 9 million dollars on average over their life time.

The group started a program that cost $2.50 do educate each new mother and targets high risk mothers and fathers. We have seen our cases drop by 47% all from spending $2.50 each.

This is one example of the industry doing something to prevent future cost. Although it may seem minor, it's a shinning example of what we can do and without the government telling us to.

Off-topic, but similar gist.

A friend sets up comprehensive programs for keeping folks who should be in institutional assisted living in their homes or rental apartments. He provides the therapist, nursing, etc. services so both the patient and landlord can benefit.

So, it seems there might be a little bias in both the pool of who signed up and second-year costs might come down for this group that signed up in the last 6 months.

I'm not suggesting anything about this program is good or sustainable, but just that number might not end up so badly over a longer time period.

It does, I believe that's the point, but I believe it's also a last-ditch solution so there are more barriers so people use potential state or private options first.

I don't think this program is meant to be 10 years, as eventually insurance companies won't be able to turn these people down.

I don't know if you had the situation outside the US in mind when you wrote this, Karl, but in England this is the way it is going. Just about anything can be and is justified based on the "strain on public services". On the count of cars, that is literally how it is; it is against the law to smoke in a vehicle which is being used for work purposes, even if that's my courier friend riding around in a van alone or with another smoker.

When you think about it, it's logically impeccable: if you're going to take healthcare at the expense of "society" then "society" gets to have a say in how you live. Impeccable, until you step back and say "holy ****, they actually want to ban people from smoking in their own cars (http://www.bbc.co.uk/news/health-1574435....) and deny the poor the right to get hammered (http://www.guardian.co.uk/society/2012/f....) and even 'nudge' us into eating less salt by taking salt shakers off the counter (http://www.dailymail.co.uk/health/articl....)". Those are just three things off the top of my head from the last year or so; watch the BBC for a bit and the pressure to randomly **** with our lives because of how much it costs everyone else is constant and deafening, it's background noise that nobody even notices now, other than a few cranky Daily Mail types. They've even stolen and repurposed our vocabulary for complaining about it; "nanny state" is framed as the reactionary bleating of those standing in the way of Progress.

Thinking about this makes me despair. :/
