I figured this lie needed its own thread and started one in General.

They've pulled some trick, and I figure it took 'em a couple of days to figure out the legalities before they made the claim.

They done some trick to say the made the "payment" but not issue any more intragov debt that counts toward the debt ceiling. It's either those IOU^2 (IOU for IOU) or some other trick.
